Feat: Fügt code-quality-Workflow für automatische Formatierung und fixes hinzu

- Introduced `code-quality.yaml` to automate Rust code formatting and Clippy fixes in the `dev` branch.
- Updated `jsonSchemas.xml` to include schema paths for new Gitea workflows.
