DragonSlayer_14 49f3146131 Update pgAdmin image and add VS Code settings file 
Switched the pgAdmin image in the docker-compose file to use the elestio/pgadmin:latest version for better maintenance and updates. Added an empty `.vscode/settings.json` file to support future editor configuration.
